Divisions and organization of the MEF

The MEF is responsible for a wide range of state activities which can be grouped as follows:

  • economic and financial policy, with a special emphasis on the analysis of domestic and international economic, monetary and financial issues, supervision over financial markets and the lending sector, setting out of economic and financial policies, financial borrowing requirement operations and public debt and state-holdings management, including the exercise of shareholders’ rights and the selling of state-owned shares.
  • budget policies, processes and requirements, in particular the drafting and managing of the state’s budget, fulfilling treasury requirements and verifying related trends and cash-flows; ensuring operational reconciliation to financial borrowing requirements, verifying costs arising from new regulations and laws, monitoring of expenditure and related trends along with all the control operations required by law.
  • economic and financial planning, coordination and verification of local and sectoral economic development operations and cohesion policies, including via Chambers of Commerce, especially as regards depressed areas, exercising, to this end, governance policy functions assigned by law and planning and spending of EU structural funds.
  • Finances, especially as regards the functions referred to in article 56 of Legislative Decree 300/1999, the analysis of the revenue system and choices pertaining to the collection of levies and taxes at domestic, Community and international level; coordination, policy, supervisory and control activities, regulated by law, of and over fiscal agencies and other entities or bodies vis-à-vis functions howsoever connected with duties and taxes; the coordination, monitoring and control of the computerised systems used in taxation matters and single sector-specific network, institutional information in the taxation system, functions, assigned by law, connected with public land, land registry and mortgage registry.
  • general administration, personnel and indivisible services across the ministry, especially as regards activities for the promotion, coordination and development of the quality of processes, organization and resources management; treasury services; management of resources required in the operations of the tax courts.

The Departments (the Treasury, State General Accounting Department, Finances, General Administration, Personnel and Services Dept.), ensure that the divisions are run systematically and jointly; the departments discharge final duties addressing broad homogeneous areas and the related accessory tasks, including steering and coordinating the work of the operational units which make up the departments, as well as organizing and managing financial, human and technical resources.
