Born in Milan on 16 June 1951, married, one daughter, he graduated with honours in Law at the Università degli Studi di Milano in 1973. An Officer of the upper echelons of the Senate since 1978, he has also been a contract lecturer in ecclesiastical law at the Faculty of Law of the Università di Parma and director of the Luigi Einaudi Foundation of Rome. Journalist and publicist, author of numerous papers on public finance and state accounts and of the following books: "Decidere con il voto" (con A. Baslini), Milan, 1984; "Spesa pubblica e confessioni religiose", Padua, 1990; "Il bilancio dello Stato" (con A. Da Empoli e P. de Ioanna), 4th edition Milan, 2005; "Cittadino, Economia, Stato" (con A. Pescosolido), Milan, 2000/2003; "Scienza delle finanze" (con A. Pescosolido), Milan, 2002; "Il nuovo sistema elettorale", Milan, 2006. In the XII legislature, he was non-parliamentary Undersecretary for the Finance Ministry and then for the Treasury, in the Dini Government. In the XIII legislature, he was elected to the Senate in Piedmont (Novara), and Vice President of the 5th Standing Committee (Economic Planning and Budget), member of the bicameral parliamentary Committee for constitutional reforms and those of the Council for Regulations, Vice President of the parliamentary group of Forza Italia and President of the Italy-Germany Inter-Parliamentary Union working group. In the XIV legislature, he was re-elected to the Senate and served as Undersecretary of State and then as Vice minister for Economy and Finance in the II and III Berlusconi Government. He worked directly on all financial and budget policies from 2001 to 2006 and on the main provisions in the following areas: civil service, federalism, internal stability pact, health-care expenditure. He was re-confirmed as President of the Italy-Germany Inter-parliamentary Group. In the XV legislature he was re-elected to the Senate and made a member of the 5th and 14th Commission (European Union Policies), holding the post of Subcommittee President for the ascending phase of the European law-making process. In the XVI legislature, appointed Undersecretary of State for Economy and Finance in the IV Berlusconi Government. Elected to the Chamber of Deputies in Piemonte’s 2nd voting district, he is part of the Popolo Della Libertà Parliamentary Group and a member of the XIV Chamber Committee (European Union Policies).

By way of Decree of the President of the Republic dated 21 May, 2009 and published in the Official Gazette No. 126 of 3 June, 2009, the On. Giuseppe Vegas was appointed Deputy Minister for Economy and Finance.
